N03.1 NPA – Services by Law Type

The National Partnership Agreement (NPA) is one of the primary sources of CLC funding. The NPA requires a number of specific reports. This page provides an overview of the Performance Indicator, as required by clause 17(e) of the NPA.

Please note: Prior to June 2017, this was clause 17 (d).

the number of legal assistance services delivered (comprising: information and referral; legal advice; legal task; duty lawyer services; dispute resolution; court/litigation and other representation; and community legal education), disaggregated by service type and law type

This NPA requirement is split into two reports – services to individuals and services to the community. Report N3.1, and this page, refers to services to individuals. Click here for information about N3.2 – Project Services [to the Community] by Law Type.

Purpose: Display the number of services provided, relating to law type (Family, Criminal or Civil). NB. If a service has multiple law types (due to multiple problem types) it will be counted under each of those law types. See notes below for further details.

Notes

  1. The services (columns) are ordered alphabetically.
     
  2. Referrals are a new service type in CLASS and the NPA requires Referrals to be included in this report. As current data entry practices do not require or provide for a problem type/law type to be recorded against each referral made, for the purposes of reports, we apportion the number of referrals across the number of problem types recorded. 

    For example, if a service has 3 problem types (2 Family, 1 Civil) and 1 referral, it will distribute the referral across Family and Civil Law in a 2:1 ratio. That is, 0.66 referral will be counted in Family Law and 0.33 referral counted in Civil Law. 

    As such, referral counts may include decimal points. The total figure should be a whole number. Please provide suggestions or feedback on how to change the report, or how to record referrals in CLASS to the Helpdesk.
     
  3. The NPA report requires services by law type. However, to provide maximum flexibility and utility while the remaining reports (Batch 2) are finalised, high level problem type is also included. This also highlights the functionality available in drilldown reports.

    The default view includes high level problem types. To show law type only, click and drag ‘problem type’ into the ‘drop filter fields here’ space. Examples are shown below.
     
  4. You can also filter the report by law type, problem type or service type. For example, to display representation services only:
    1. Select the funnel icon in the ‘Service Type’  heading
    2. Untick the ‘Show All’ box
    3. Tick Court/Tribunal, Other Representation and Dispute Resolution
    4. Click OK
