Changes to Community Education Data

From 1 July 2021, two new community project service types will be added to CLASS that replace the existing 'Community Education' service type. These include:

(1) 'Community Education Activity'

(2) 'Community Education Resource'

Users that spend significant time reporting will already have noticed that at the start of the year, there were minor changes made to reports. This was to bring them in line with National Legal Assistance Program (NLAP) agreements and the Data Standards Manual (DSM).

Over the next couple of years, please expect more minor changes.

From 1 July, 'Community Education' will be replaced by 'Community Education Activity' and 'Community Education Resource'. Some Centres enter a small number of services after the delivery date. But, given that 'Community Education' will be shut off on July 1, please make sure you have entered all these services before then. Services for the community

What happens to my old Community Education services?

They will stay in the system, still with Community Education as their service type. This will ensure you can report on these services accurately for the 2020/2021 financial year.

While the new service types will not appear in CLASS until 1 July, we will be making some changes this coming weekend, including adding these service types to accountability annual targets for the next financial year, and updating some reports to include the new service types.

These reports include S11, S13, and M09, and of course, the relevant DIY reports. We have plans later in the year to make improvements to other reports such as S05 to include these services and other Community Project Services currently missing from this list.

The National Legal Assistance Partnership (NLAP) Agreement has now been in operation for almost a year. We have been asked by a number of Centres how the reporting requirements are different to the NPA, so we’ve created a table that summaries the main changes:

Reporting on service results (outcomes) for facilitated resolution processes

CLASS NLAP reports have been amended to allow for this.

Older people now includes Indigenous people over 50

CLASS NLAP reports have been amended to reflect this.

Ongoing Legal Support Service

This service type is now available in CLASS. For Centres using it, it maps to Other Representation service for the 2020-21 financial year. It will be reported on as a separate service type from July 2021.

Community Education Activities and Community Education Resources

The Data Standards Manual now breaks Community Education into CE Activities and CE Resources. These will need to be reported on from 1 July 2021. We will adjust CLASS to allow collection of this data.

Service Location Data

Suburb and Postcode need to be collected for the location of a service, e.g. an office or outreach service.

Family Violence and Financial Disadvantage need to be reported on for Representation Services

CLASS NLAP reports have been amended to reflect this.

Single parent, low education levels, people in custody and homelessness indicators

These are priority groups in NLAP but reporting on them is not required.

Unit level data to be provided ABS by 30 September 2022

The list of data that needs to be provided is in schedule D, table 8 of NLAP. CLASS can already collect the majority of this data.

Time spent data

NLAP states that this is to be collected as a representative sample over two weeks every six months. However, it has not yet been confirmed how this will be done or which Centres will need to do it.
